A public input session for the North Harbor Club Conditional Planning Area will be held Wednesday, August 29 from 5:00-7:00 p.m. in the board room at Davidson Town Hall. The purpose of the meeting will be for the project owner, The Lake Norman Company, to discuss with the public their proposed improvements to the North Harbor Club restaurant and the office building located at 400 North Harbor Place. Watershed Update: At their July 10 meeting, the board of commissioners directed staff to move forward with the proposed revisions to Davidson Planning Ordinance Section 17 Watershed Protection Overlay District, except for sections 17.6.1-6.3 (the sections related to limiting the existing exemptions for single-family lots and redevelopment). The board of commissioners will consider taking action on the proposed revisions at their August 28 meeting. Mayor Rusty Knox and the board of commissioners invited NC Senator Jeff Tarte to explain the process to allocate unassigned funds to the Town of Davidson for capital, one-time expenses. During the last legislative session, the NC General Assembly approved three grants for projects in the Town of Davidson:
 
$100,000 to be used for Downtown Park/Farmers’ Market area site improvements,
$100,000 for police equipment, and $100,000 for fire equipment.

PRESENTATIONS       
Charlotte-Mecklenburg Storm Water Services Program Manager Don Ceccarelli gave an update on the Mecklenburg County Floodplain Ordinance. The Federal Emergency Management Agency (FEMA) updated Flood Insurance Rate Maps (FIRMs) for Mecklenburg County with an effective date of November 16, 2018. The Town of Davidson must adopt an updated floodplain ordinance to include the new map date by the November 16, 2018 deadline or risk being suspended from the National Flood Insurance Program (NFIP). A public hearing will take place on August 28, and the board will consider the approval of map and text amendments at a future meeting.
 
Charlotte Water Project
Charlotte Water representative Tony Martin provided an update on their project to upgrade the water distribution system to provide better flow to their customers in Davidson. The project starts at Catawba Avenue in Cornelius and parallels a Duke Power right-of-way to and along South Street in Davidson. A related project heads west on Cathey Street toward Walnut and Main Streets and east on Cathey Street toward Concord Road. On April 12, Charlotte Water held a public meeting at Davidson Elementary School to discuss the work. On August 2, they redesigned the water pipe alignment to reduce the clearing limits to preserve as much of the tree cover along the Cathey/Hillside corridor as possible. They held a meeting with Cathey Street/Hillside Drive residents to discuss the narrower clearing limits and limiting the loss of tress through the existing easement. To finish the project, Charlotte Water will repave the trench cut area and all asphalt roads. The Town of Davidson will repave the road from curb-to-curb on South Street once the Charlotte Water project is complete. For the Cathey/Hillside project, the town is working with an arborist to save a 40” poplar tree at the end of Hillside Drive. Clearing of the area will begin on August 14, and actual construction will begin in September or October with the laying of seed and straw immediately following pipe installation.
 
CONSENT
All items on the consent agenda were approved including:
 
A budget amendment recognizing a grant the town was awarded through the North Carolina Forest Service's Urban and Community Forestry Grant Program to assist with Davidson's Tree Inventory and Canopy Management Plan.  The grant is $9,328 and requires a town match of $8,243 for a total of $17,571 in expenses. The match funds will be appropriated from our fund balance.
 
A tax levy adjustment related to the solid waste fund in the amount of $1,230.12.

OLD BUSINESS
Public Facilities Project

        

The Davidson Board of Commissioners shared that they worked with Charlotte-Mecklenburg Schools (CMS) to seek a contract to purchase the former IB School on South Street for $2.46 million, potentially through installment financing. They voted to authorize staff to perform a “due diligence” process on the purchase and cancel the general obligation bond referendum for the November 6, 2018 election. The Mecklenburg Board of County Commissioners will consider the sale of this property to the Town of Davidson in September, and then assuming the vote passes, we will have 90 days from that date to purchase the property. The $2.46 million price was determined by an appraisal conducted by CMS. Future public engagement will determine how to master plan the site. The board of commissioners believe that it is important to purchase this site so it remains in town control in perpetuity. It offers 33,500 square feet of space to cover our 20-25,000 square feet of space needs. In addition to the historic school building, this site offers a gymnasium, fields, and parking. Since there will be no bond referendum in November, the board of commissioners have decided not to host a table at the Davidson Farmers’ Market on Saturday, August 11 as previously promoted.

Park at Beaty Street Task Force
Park at Beaty Street Task Force officers Denise Beall and Dave Cable provided an update to the board of commissioners on the work accomplished by this group to date. At its March 13, 2018 meeting, the board of commissioners voted to create a task force to develop the town-owned land on Beaty Street as a park. On April 10, the board of commissioners formally adopted a resolution to begin the conceptual plan process for the park at Beaty Street, seeking applicants for a citizen task force, and approving a charge for the task force. The board of commissioners appointed members to the task force at its May 8 meeting. The task force has been meeting at least twice a month since May. They requested a clarification of the original resolution language to include the following:
“Sponsor public forums to solicit community input and identify park and recreation needs along with ancillary public amenities in keeping with the natural, park-like setting and the hardwood tree canopy.” Consider opportunities beyond current boundaries of Beaty property portfolio that may enhance
park, public spaces and natural resource experience for the community.They also requested $26,700 in funding as a preliminary operating budget, including a study on the potential removal of the dam versus retaining and repairing the pond amenity.
 
Comprehensive Plan
Public Information Officer Cristina Shaul and Comprehensive Plan RFP/Consultant-Selection Committee Representatives Pat Coleman and Michael Flake provided a recommendation on the comprehensive plan process to date.
A comprehensive plan is the leading policy document and tool to help communities create a vision and guiding principles for decision-making for their town. The comprehensive plan’s purpose is to directly inform decisions that we make as a community. It does so by helping us to understand our historical context, identify current or anticipated issues, evaluate options for how to best proceed, and establish a set of policies to accomplish our aims.
The board of commissioners identified the comprehensive plan as a priority in their 2018-2019 Strategic Plan. Our last comprehensive plan was completed in 2010 – most communities update or create a new plan every five years, especially those in high-growth areas like the Charlotte metropolitan region, so we feel the time is right to update our plan. The comprehensive plan process entails an extended community conversation that intentionally engages all stakeholders – residents/citizens, neighborhoods, businesses, the college, town government, non-profits, and institutions.
To assist with public engagement, visioning, and plan composition, an experienced consultant was selected by a commissioner-appointed committee of citizens, staff, and elected officials. The committee received six responses to our request for proposals, interviewed four firms via phone, selected three top choices, and interviewed two firms in person.
 
The committee recommended Clarion Associates, based in Chapel Hill, NC, as the consultant. The Davidson Board of Commissioners requested that Clarion Associates attend the August 28 meeting to answer questions before moving forward.
 
DRAFT Water and Sewer Extension Policy and DRAFT Annexation Policy
Town Attorney Cindy Reid and I presented a draft water and sewer extension policy and a draft annexation policy for the town board to consider. The board of commissioners decided that they would like to formalize the unwritten policy for water and sewer extensions and grant the authority for the extension of water and sewer services in the extra-territorial jurisdiction to themselves (instead of the town manager as has been current practice). There will be a general public comment period at the August 28 meeting, so citizens may weigh in at this time. The board of commissioners may consider approval of a water and sewer policy at the August 28 meeting.
A draft annexation policy has been created that addresses the policy and procedures for voluntary annexation requests for both contiguous and non-contiguous properties.
The board of commissioners will consider taking action on the annexation policy at the August 28 meeting as well.
 
NEW BUSINESS
DLC’s Run for Green Exemption Request
The Davidson Land Conservancy requested an exemption from Section 54-1 of the Davidson Municipal Code to be able to offer limited beer to age-appropriate race participants on the town green after their Run for Green race on Saturday, September 15.
After the Davidson Board of Commissioners voted to recuse Commissioner Autumn Michael (she serves as the Executive Director of the DLC) from voting, they voted to approve the exemption. 
 
Reducing Scale of Village Infill Building Types
Planning Director Jason Burdette led a discussion on reducing the scale of building types in the Village Infill Planning Area (VIPA), including the removal of the multi-family building type. Two new mixed village building types would be permitted in the VIPA. For ordinance language related to a mix of building types in master plans on parcels greater than three acres, the board of commissioners prefer an option of offering no minimum or no maximum building types and encouraging developers to consider at least two building types in the VIPA. There will be a public comment period specific to this topic at the August 28 meeting.

Our meeting schedule, starting in September, will be the following:
 
The first and second Tuesday of the month: Work session in the Davidson Town Hall board room at 6:00 p.m. (unless otherwise noted); will not typically include a public comment period.
 
The fourth Tuesday of the month: Regular meeting in the Davidson Town Hall board room at 6:00 p.m. (unless otherwise noted); will include a public comment period.
 
You’ll note that the regular meeting is changing from the second Tuesday to the fourth Tuesday of the month; the regular meeting is when the monthly general public comment period is held. This meeting schedule is subject to change based on holidays.
