ANNOUNCEMENTS

Town of Davidson offices will close Monday, September 3, in observance of the Labor Day holiday. We will re-open Tuesday, September 4, at our regular 8:00 a.m. to 5:00 p.m. business hours. Garbage and recycling collection will be on a one-day delay the week of September 3, due to the holiday.
 
North Mecklenburg Christmas Parade applications are now available. We will accept the first 120 applicants. Information is on our website at www/townofdavidson.org/parade
 
The installation of the playground in the new park near Bailey Springs should begin tomorrow as part of the first phase of constructing this new park. Stay tuned for details on the grand opening to take place in November.
 
This year, the Town of Davidson requested federal Community Development Block Grant (CDBG) funds to help with improvements at Roosevelt Wilson Park (play feature and picnic structure) and constructing new sidewalks on Houston Street and Mock Road.  To get approval for the funding, the town must show that the project benefits low- and moderate-income persons.  Generally, an applicant can rely on census data to prove this benefit. For the park and sidewalk improvements, however the census tract included too large an area to qualify.  The qualification must instead be done through a door-to-door survey of a smaller area.   We need volunteers to help us conduct this survey process.

The Park at Beaty Street Task Force wants your input! Drop off photos of what park features you’d like to see on the 19 acres of town-owned land along Beaty Street. Visit the idea wall in the town hall lobby to add an image or take the second online survey. The survey link is on our website at www.townofdavidson.org/ParkatBeaty
The task force also is hosting a public input session on September 17 from 5:30 to 7:30 p.m. at town hall, so please participate.
 
The Davidson Fire Department is undertaking an accreditation process and they need community input. Please register for one of two identical public input sessions via our website. One is scheduled from September 24 from 9:00 a.m. to noon and another is on September 26 from 5:30 to 8:30 p.m. We also have a question on our Open Town Hall portal on fire department priorities. Mayor Rusty Knox read a resolution in honor of Mickey Pettus, outgoing Planning Board/Board of Adjustments Chair. We are grateful for his six years of service to the Town of Davidson.




Public Comment Period
Several citizens spoke during this public comment period.

Public Hearing
The Davidson Board of Commissioners held a public hearing for the proposed update to the floodplain ordinance. The Federal Emergency Management Agency (FEMA) updated Flood Insurance Rate Maps (FIRMs) for Mecklenburg County which will become effective on November 16, 2018. The Town of Davidson must adopt an updated floodplain ordinance to include the new map data by the November 16, 2018 deadline or risk being suspended from the National Flood Insurance Program (NFIP).

Consent agenda
All items on the consent agenda were approved including:
• July 10 and 24 meeting minutes
• Revised meeting schedule to add a board mini-retreat on September 20
• FY2018 Tax Collector's Settlement Statement for Mecklenburg and Iredell Counties
• FY2019 "Order of Collection" for Mecklenburg and Iredell County Tax Collectors
• Financing a backhoe for the Davidson Department of Public Works
• Request from the Park at Beaty task force to clarify the charge language of task force
• Budget amendment to allocate $50,000 of fund balance as requested by the Park at Beaty Street task force to complete the conceptualization phase of the project. 
• Budget amendment to recognize a $5,000 grant received from the Arts and Science Council for the public art fund project and related expenses.  The project is a sensory garden at Roosevelt Wilson Park.
• Ordinance O2018-03 (Davidson Planning Ordinance Section 17 Watershed Text Amendments) & Consistency Statement. Sections 17.6.1, 17.6.2 & 17.6.3 requiring more discussion will be added to a future agenda.
• Appointments of Chairs for the Design Review Board (Bruce Barteldt) and Planning Board/Board of Adjustment (Matt Dellinger)
• Arts & Science Council (ASC) Advisory Council Appointments
• Noise Ordinance Variance - Fall Fling at Davidson College on Saturday, September 15, 2018 from 10:00 p.m. - 1:00 a.m. on Old Tennis Court Lane.
• Direct Planning Board to make a recommendation within 30 days of a public hearing on the proposed text amendments related to the floodplain ordinance.
• Appointment of a new Park at Beaty Street task force member
• Codification of annexation policy for voluntary requests

OLD BUSINESS
 
Non-Profit Grant Allocations Process
Parks and Recreation Director Kathryn Spatz, current Livability Board Chair Steedman Lyles, and former Livability Chair Marty Metzker discussed a process for non-profit grant applications and the allocation of $50,000 appropriated for contributions. They will review the 2018 applications and make funding recommendations to the board of commissioners by October.
           
Comprehensive Plan Consultant Recommendation
Public Information Officer Cristina Shaul introduced Clarion Associates Project Manager Leigh Anne King who gave a presentation on the scope of the proposed comprehensive plan. The Davidson Board of Commissioners approved Clarion Associates as the consultant to help facilitate the process to create our comprehensive plan. A comprehensive plan is the leading policy document and tool to help communities create a vision and guiding principles for decision-making for their town. The next steps will be to open an application process to fill spots on the Plan Advisory Group, including outreach and publicity.
 
Village Infill Building Types
The Davidson Board of Commissioners directed staff to review building types, specifically reducing the scale of buildings and developing a context-sensitive strategy in the Village Infill Planning Area (VIPA). Staff proposed removing the multi-family building type in the VIPA and replacing it with two mixed village options, both reduced in scale. The board of commissioners opened a public comment period at the meeting, heard from several citizens, and then voted to approve a reduction of scale of building types in the VIPA and the accompanying consistency statement.
 
Water/Sewer Policy 
The Davidson Board of Commissioners voted to approve a policy for a currently unwritten practice to approve water and sewer extensions. The approved policy now gives the authority to approve water/sewer extensions to the board of commissioners, instead of the town manager, as was the prior practice.
 
Water/Sewer Policy Requests
Under the town’s agreement with Charlotte Water, the town approves any water and sewer extension (extension of water and sewer lines to serve a property that is not a connection to existing lines adjacent to a property) to service a property. 
Two requests for water/sewer extensions were discussed by the board of commissioners: Mayes Hall and the Potts Development.
The developers of Mayes Hall propose about 66 dwelling units on 24 acres in the Neighborhood Edge Planning Area. The Davidson Board of Commissioners voted to approve a water/sewer extension for this development.
The developers of Potts Development propose about 250 multi-family dwelling units on 15.441 acres in the Village Infill Planning Area. The Davidson Board of Commissioners did not approve a water/sewer extension for this development. We have yet to confirm if a connection might be available; a connection is where water and sewer are already in the public right of way and all that is needed is a meter. If a connection is available, the development may move forward without the board of commissioners’ approval of water/sewer. The agreement with Charlotte Water is that extensions, not connections, have to be approved by the town. 

NEW BUSINESS     

Sidewalk Projects
Public Works Director Doug Wright led a discussion on sidewalk projects based on the priorities in the Walks & Rolls Active Transportation Plan. The Davidson Board of Commissioners will discuss the options listed below at the September 11 meeting and will potentially vote on sidewalk projects at the future meeting, likely on September 25. The board of commissioners indicated a preference for Option 1.
 
Option 1: Grey Road from Concord Road to Wolfe Street & Spring Street from Walnut Street to South Street
 
Option 2: Delburg Street from Watson Street to Beaty Street
Catawba Avenue from Potts Street to the town limits
  
HOT Lanes Comprehensive Agreement
The Davidson Board of Commissioners passed a resolution directed to the North Carolina Governor, Secretary of Transportation, and General Assembly requesting that the NC General Assembly enact legislation exempting the change of scope, modification, or cancellation of the I-77 HOT lanes comprehensive agreement from the strategic transportation investment (STI) process. The Towns of Cornelius and Huntersville recently passed a similar resolution.

OTHER
Tree Inventory

The Town of Davidson will conduct an inventory of street trees mainly in the west part of Davidson, downtown Davidson, South Main and Main Streets, and along Concord Road to parts of the McConnell neighborhood. The town has contracted with Bartlett Tree Experts who will start working on the project in early September for about a month. The purpose of the inventory is to improve the maintenance and management of our street trees which are a critical part of our tree canopy. The Town of Davidson received a grant in the amount of $9,328 from the North Carolina Forest Service’s Urban and Community Forestry Grant Program; the town is matching those funds with $8,243 for a total cost of $17,571 to complete the tree inventory and canopy management project.
 
North-South Parkway Sub-Area Study
A team comprised of staff from Iredell County, the Towns of Davidson, Mooresville, Cornelius, and Huntersville, the Lake Norman Regional Transportation Commission (LNTC), and the Charlotte Regional Transportation Planning Organization (CRTPO) are working to identify transportation alternatives for a north-south corridor from Eastfield Road in Huntersville up to Timber Road in Mooresville. They will host an open house on Thursday, September 27 at the Charles Mack Citizen Center in Mooresville from 6:00 to 8:00 p.m. Senior Planner Travis Johnson and LNTC Executive Director Bill Thunberg will share more details at the September 4 board of commissioners meeting.
