[ARCHIVED] Staffing Study Recomends Two New Town Positions

This spring, Susan Manning, a Davidson resident and former Human Resources Director for Mecklenburg County, completed Phase I of a town staffing study. Her recommendations spurred us to include two new positions in the proposed FY 2009 budget: Finance Director and Public Works Operations Supervisor.
As Davidson grows and our financial picture becomes more complex, we need a Finance Director who can lead us through the maze of tax-increment financing for transit, bond referendums for community improvements, and long-range financial forecasting without being burdened with day-to-day financial duties.
Doug Wright, our new Public Works and Project Manager will manage all the upcoming street resurfacing and construction projects in town and will decide strategic “big picture” issues for the department. Our second hire will be an Operations Supervisor for the Public Works Department. This employee will oversee the Public Works employees and maintain the parks, greenways, and streets.

A long-awaited planning project in the proposed FY 2009 budget is the Comprehensive Plan. Typically, a Comprehensive Plan examines the existing physical, social and environmental structures that support a jurisdiction; projects future trends; and makes recommendations for future land use, infrastructure, and transportation. Our plan will differ slightly in that we will emphasize economic development and sustainability and answer the questions: What kinds of jobs do we want/need? How can we recruit employers who will bring those jobs? Do we need strategic changes in our tax structure to accommodate changes in our demographics? How can we reduce energy consumption and waste, and conserve our natural resources? What enabling legislation do we need from the state to promote green buildings and sustainable development? The process will emphasize citizen involvement and will give us a realistic build-out scenario.
Last fall’s citizens’ survey told us a majority of our citizens want additional greenways in town. We are fortunate that two miles of Davidson greenways are shown on the Mecklenburg County Parks and Recreation Master Plan, recently approved by the Board of County Commissioners. The greenways will be constructed within the next five years using county funds.
Also requested on the survey was more open space. The town and county together purchased 200 acres in the Davidson jurisdiction, the county purchased an additional 136 acres, and the town received 40 acres through our development requirements over the past several years. These 376 acres are accessible to the public, although only 200-acre Fisher Farm Park has facilities. Additionally, over 300 acres throughout town and the ETJ are or will be HOA-owned but accessible to all citizens. We have secured this land to protect it from development and to assure that future generations have parks, greenways, and wildlife habitat to enjoy.
